If a service is a "non-covered charge", can we bill it at a self pay rate?

Sometimes there is a PR-96 remark code, other times it is a CO-96. I know CO is contractual obligations, but if it is a non covered service can't we bill a discounted price for it?

If the service is not covered, then your insurance contract does not apply, so it is fine to bill at your self-pay rate.
