Risk bullet of decision regarding hospitalization

Does a provider sending a patient to the emergency department because of high risk factors constitute using this bullet?
 
I had an instance recently where the patient was sent from Urgent Care to the ER department because of dangerously high BP - 240/200. The NP felt that the condition could be better managed in the ER which I agree with so I used this bullet because, if not adequately treated, patient is at high risk of something bad happening.
