Wiki telephone evaluation (new patient) from Nurse Practitioner from cardiovascular / office visit from Surgeon on the same date

I am wondering if I can have some insight on this question.

The patient was seen in Cath Lab 2 days prior: Heart Cath

A Nurse Practitioner does a telephone call for a New patient (reviewing history, checking all the labs, diagnostic imaging, provider notes and risk and benefits for discussing options of vascular surgery) 60 minutes who is with our vascular surgery department.

The patient then sees Surgeon on the same date in person (different specialty) . Primary taxonomy is Surgery with vascular surgery as other taxonomy

Would the telephone call from the nurse practitioner have any chargeable value like 99443 (this is a new patient and only read where new patient's can be seen if you are in Rural Health status)
Would we consider this to be a preoperative part of surgery even though this is vascular talking to the patient and then the patient is sent to our surgeon?

We are leaning to a no charge for that hour service due to there being no face-to-face but still looking to make sure we have all the guidelines in order
telehealth, taxonomy, etc
