Does anyone know if a patient can be billed if they have a signed Medicare ABN but they have Medicaid as a secondary policy, or does Medicaid require you to write off the denied charge?

I work for a spinal surgeon and we deal with DME's and ABN's all day long. In the case of a medi/medi patient, you can NEVER bill them for any balance. It would be considered fraudulent to bill a balance to a medi/medi patient.
