I was wondering if someone could help me find information specifically from CMS or another reputable source stating something to the effect that under coding is just as bad as over coding.

I am going to be presenting to our compliance committee that under coding should be treated the same way as over coding. Currently at my work place, under coding is not viewed as a concern.

Correct me if I'm wrong, but to me this is definitely abuse!

Any links or info you can send would be great :o
