Getting reimbursed for repeat dialysis patients

Looking for some guidance on dialysis billing. I've got a handful of patients with VA insurance, and VA requires pa's for basically all services. Unsure how to go about getting a pa for dialysis for these patients or if there is a way to over-ride the hold. I use AthenaOne.
