If an organization aquires a practice and all providers remain at the practice but the tax ID # changes. Should all the first visits for their exisisting patients be billed as a new patient visits?

If the patient has a previous relationship with a provider, they are an established patient no matter what tax id # is used. New patients are: new to the provider, new to the group or new to a different specialty or have not been seen in the last 3 years by the same provider or group.
