Can I bill a 99211 when a patient is only in the office to have their lab work done & sent to an outside lab for testing?

We aren't getting paid by BCBS of NC for the 36415 anymore & they won't pay for 99000 either for those patients.

I dont see anything special on their website other than the following. The wording doesn't seem to be new either. Have you tried calling BCBS to see if they can tell you why they stopped paying?

Venipuncture for collection of specimens will beconsidered incidental to Evaluation and Management services, Surgical services, and Laboratoryservices. Separate reimbursement is not allowed for 36400, 36405, 36406, 36410, 36415, 36416,36420, 36425 and S9529.
