Can a physician bill for ordering certain tests? For example breast cancer screening, colon cancer screening. The tests will not be done in the office but can we still bill for the actual ordering of these tests? If so, what CPT codes should be used?
 
No you cannot bill for ordering tests or procedures. That is captured in the E&M in the visit where the decision is made for the test to be performed.
 
No you cannot just use a higher level, you need to meet the level you select. Ordering tests will not necessearily elevate your visit level but it is a component of MDM.
