Can you bill this in podiatry office for measuring for diabetic shoes?

podiatrist orders for DM patient to have diabetic shoes. pt comes in for measurement doctor is on site. nurse does evaluation of feet to see about appropriate diabetic shoes. can nurse bill 99211 for this service because of the evaluation? why or why not?
 
As low not as the provider has been valuation the patient fir the diabetic problem and gas a plan of care that includes the patient to return for the measurement, and is on site at the time of the encounter, then yes you can use a 99211 if there is no other more specific code available.
